Introduction : state public commission is recruiting agency of the state and it is independent constitutional body .its mentioned in articles 315 to 323 of the constitution with upsc (union public service commission) .
Composion : it's not sure that how many member may be ,it's depend on governor of the state .at least six to eleven member may be including chairman of the member . State public service commission' member and chairman is  'appointed  by governor of the state .their age should be not more than 62 years and 6years of apponit whichever earlier .
Function :
You know that it's recruiting agency of state public ., so their  are some function what I am writing under the
 A.
All matters relating to methods of recruitment to civil service
and for civil posts.
B.
The suitability of candidates for appointments to civil service
and posts; for promotions and transfers from one service 
another; and appointments by transfer or deputation. Transfer 
concerned departments make recommendations for promotion
and request the SPSC to ratify them.
C.
Any claim for the award of a pension in respect of injuri
sustained by a person while serving under the government 
the state and any question as to the amount of any such awards 

D .
 All disciplinary matters affecting a person serving under t
government of the state in a civil capacity including memorials 
petitions relating to such matters. These include:
– Censure (severe disapproval)
– Withholding of increments
– Withholding of promotions
– Recovery of pecuniary loss
– Reduction to lower service or rank (demotion)
– Compulsory retirement
– Removal from service
– Dismissal from service4
Removal .
 Such as I know that the member of state public service commission's member  and chairman are appointed by governor but governor is not able to removal power .it's power only the president of india 
If any member is found bankcrupt and insolvent .or he is not able to perform his appoint then governor 'advice can forward to president of india .and the president of india have  power to remove from his post
 .

Difference between fundamental rights and directive principles

Before starting the difference between fundamental and DPSP (Directives Principles and state Policy  Fundamental rights  claim on court it constitution this right is strictly follow and accept to government but DPSP is not constitutional matter you can not go to court for knocking door because it's only mercy matter of states.
